The two signs sticking up from the ground are presumably for electricity or some other utility, but this hat was kept on top of it. It reminded me of the graves you would find on battlefields where the fallen soldier’s rifle was stuck upside down into the ground and his helmet/cap was plonked on top. Something like this:
